Ludington already "Dropped the ball" when they decided that John Shay was the person to lead us into 2010. I'm still enthralled by the "raising" of my water bill by 19% in the midst of a recession. Merry Christmas, one and all. Apparently, running a wasteful local government is more important than letting the citizens, too many of who are unemployed, retain some of their own money.
